One that will discourage sparrows, but I don't know about starlings, is gray striped sunflower seed. It's bigger with harder shells which small birds struggle to crack, but cardinals can handle fine. Starlings have beaks for pecking, not so much for cracking seeds. They might be able to hammer it open, but I haven't seen them doing that.
